Cannon airman convicted of rape, indecent assault

An airman at Cannon Air Force Base will spend 18 years in a military prison after a conviction on sex charges, according to the Cannon Public Affairs Office.
Airman 1st Class Joshua D. Loyd, a member of the 27th Security Forces Squadron — equivalent to a civilian police force — was found guilty in a general court-martial before a military judge. The trial ran from Tuesday to Thursday and Loyd was found guilty of two counts of rape, one count of indecent assault, and one count of carnal knowledge.
In addition to 18 years in a military prison, Loyd’s rank will be reduced to the lowest enlisted rank of Airman Basic and he will receive a dishonorable discharge from the Air Force.
According to the Uniform Code of Military Justice, “carnal knowledge” means sexual relations with a person younger than 16.

Officials of the New Mexico State Police announced Friday they will be conducting saturation patrols and checkpoints in Curry and Roosevelt counties during May and June with an emphasis on aggressive and impaired driving habits.
According to the state police, 226 people died in alcohol-related motor vehicle crashes in New Mexico during 2002. The legal blood-alcohol content for driving in New Mexico is 0.08 for drivers 21 and over. For those under 21, state police have a no-tolerance policy for alcohol consumption.

U.S. Rep. Tom Udall announced Friday the Clovis Police Department and Roosevelt County Sheriff’s Office are on the list of police agencies in New Mexico that will receive $183,886 to purchase 1,162 bulletproof vests.
Udall said Clovis will receive $2,600 and Roosevelt County will receive $700 as part of a federal program that awards grants to local communities to purchase protective vests. Udall said he was an original cosponsor of the bill and that Department of Justice statistics show bullet-resistant materials helped save the lives of more than 2,749 officers between 1985 and 2003.
